Changes to help grow hospitality businesses

The Government will introduce a new National Licensing Policy Framework in England, which will modernise planning and licensing rules and help small businesses grow. The new rules will make it easier to convert disused shops into hospitality venues, and protect pubs, clubs and music venues from noise complaints. Hospitality zones will also be introduced, where permissions for alfresco dining, street parties and extended opening hours will be fast-tracked.

Lower business rates for hospitality businesses

The Treasury has confirmed its intention to set lower multipliers for pub business rates in the Autumn Budget. The change is part of government plans to introduce lower business rate multipliers for retail, hospitality and leisure businesses. The Government is due to publish a report setting out reforms to the current business rate system, with policy details to be confirmed in the Autumn Budget.

No plans for MTD for corporation tax

HMRC has officially ruled out plans to introduce Making Tax Digital (MTD) for corporation tax. After years of uncertainty over the potential rollout, the decision was confirmed in the HMRC Transformation Roadmap. HMRC will instead prioritise corporation tax compliance in other ways.

Funding now open to support Cumberland Harvest Festival events this autumn

Cumberland Council’s Food Partnership, in collaboration with Futureproof Cumbria, is inviting applications for funding to help local groups host Harvest Fest events during autumn 2025 - celebrating the season’s end with food, community and climate-friendly choices.

Grants of up to £150 per project are available for constituted groups planning events that promote local food, healthy eating, and low-waste, plastic-free celebrations.

Menus might include locally sourced meat, seasonal vegetable dishes, and other low-carbon, climate-conscious options - all served without single-use plastics.

The initiative supports the aims of the Zero Carbon Cumbria Partnership, which is working to reduce carbon emissions across the region.

Sector-based work academies help prepare those receiving unemployment benefits to apply for jobs in a different area of work. Immigration Rules Update: Changes To Skilled Worker Route Now In Effect

BCC (British Chambers of Commerce) are sharing a key update from the UK government on changes to the Skilled Worker visa and other immigration routes, which took effect on 22 July 2025, as part of the implementation of the Immigration White Paper

Headline changes include:

  • Skilled Worker visa threshold raised to degree level (RQF 6)
  • Salary thresholds increased across work visa routes
  • Social care worker visa route closed to new overseas applicants
  • Introduction of a Temporary Shortage List for targeted recruitment
  • Graduate route reform and upcoming consultation on the settlement route

These changes are intended to reduce reliance on overseas labour and strengthen the domestic workforce.

National Online Infrastructure Pipeline Tool Launched

The National Infrastructure and Service Transformation Authority (NISTA) has launched a new Online Infrastructure Pipeline, offering a detailed overview of planned infrastructure investments and expected delivery timelines.

The pipeline is designed to:

  • Support supply chain investment in capacity and capability
  • Encourage private investment across key infrastructure sectors
  • Help stakeholders anticipate regional impacts and opportunities

This tool provides valuable insights to help businesses identify upcoming projects and plan future engagement.

New Contracts For Innovation Resource Efficiency Competition Window Now Open

The Department for Energy Security and Net Zero (DESNZ) has opened the Contracts for Innovation competition window, where businesses in the chemicals, construction and automotive sectors can bid for funding. 

Up to £3 million in funding is available to support organisations to deliver an impact validation report for promising resource efficiency solutions.

This should be informed by a demonstration or trial, which may be carried out as part of the project or otherwise conducted within the last five years.

Successful applicants will be awarded a contract by DESNZ and Innovate UK which will cover 100% of the eligible costs of the project, up to £300,000 per project.

The window is open until 11:00am on Wednesday 27 August 2025.

Angels’ Den

A little bit of support can make all the difference to a woman's ability to make the step towards going fully self-employed and actualising their dreams. It can  empower them to become independent, to sustain themselves and their families and to contributing to the local economy.

The Growing Club CIC are seeking business angels for the third round of their very successful Angels’ Den where women who have taken part in our start-up programme pitch for support or seed funding from the local business community.

Would you like to support a woman with services or seed funding?

The Growing Club CIC is a social enterprise providing employment skills training, business start-up and sustainable business growth programmes for women. The Growing Club advocate strongly for the use of a creative and alternative peer support model in all of their training.

Bill introduces new definition of umbrella company

Under the Finance Bill 2025/26, a new statutory definition of 'umbrella company' will be introduced from 6 April 2026. The definition is based on a worker being employed by a third person 'who carries on a business' of 'supplying labour', regardless of profit. Under the Bill, recruitment agencies will also be accountable for PAYE on the payments to umbrella company employees.

Cumbria Tourism is conducting important research into worker transport across Cumbria, and we are inviting tourism businesses to contribute by participating in a short Worker Transport Survey.

Government scraps new Companies House rules

The Government is set to scrap the introduction of new Companies House rules for small and micro businesses. From April 2027, the new rules would have required small and micro companies to disclose their profit and loss statements by removing current exemptions. Small and micro businesses would also have had to use external software to file their accounts.

Great British Energy Community Fund

Earlier this year, the Government announced funding for a new round of the Great British Energy Community Fund, previously known as the Community Energy Fund (CEF). A new name but the same goal – helping to generate energy closer to where it is used and which local people benefit from.

The North West Net Zero Hub are now calling for Expressions of Interest from community groups across the regio.

GSK IMPACT Awards

For charities with income between £150,000 and £3 million

The GSK IMPACT Awards provide funding, training and development for charities doing excellent work to improve people’s health and wellbeing.  Now in their 29th year, they are open to registered charities that are at least three years’ old, working in a health-related field in the UK.

The GSK IMPACT Awards are judged by a prestigious panel of judges and provide national recognition for the winning charities. Up to 15 awards will be made, ranging from £4,000 to £50,000. In addition, the training and development is valued at a further £13,500. Organisations will also receive help with press and publicity, be given a set of promotional materials and receive pro bono offers from GSK.

People Helping People Community Fund

An exciting new fund (£85,000) has been created by local people, for local people in Barrow to support community projects and help those in need is now open for applications.

The Fund will support projects in Barrow that do one of the following:
• Bring people together through social activities
• Improve local community spaces
• Create opportunities for young people (aged 14 to 18)
• Celebrate and promote positive stories in Barrow
• Provide early intervention or recovery support for those affected by alcohol or drug use

Those interested in applying to the fund are encouraged to attend a ‘Meet the Fund’ event:

• Wednesday 27 August, 7-8pm online
• Thursday 28 August, 2-4pm at The Bridge, Portland Walk
• Thursday 28 August, 5-8pm at Walney Community Centre, Central Drive

The People Helping People Fund will prioritise projects supporting vulnerable people, such as those facing isolation; creating opportunities for children, teens, and older adults; promoting Barrow’s strengths; and encouraging peer support and shared spaces.

Individuals working with a charitable group can apply for up to £750. Charities and groups with an income of less than £200,000 can apply for up to £10,000.

CMA: Civil engineering market study

The Competition and Markets Authority (CMA) has launched a market study into the supply of railway and public road infrastructure by the civil engineering sector.  We’re sharing as you may be interested in contributing. They’re happy to hear from anyone in the civil engineering/construction sector but are particularly interested in hearing from Tier 3 firms that might historically have had issues entering the supply chain for larger infrastructure projects.
